The approval of the Service-Safety Director, concurred in by the County Sanitarian, stipulated in Section 917.01, shall be granted on a conditional basis only, the condition being the unqualified agreement of all persons making application and receiving a permit hereunder, that they shall forthwith abandon completely individual treatment systems, septic tanks, etc., provisionally approved hereunder, and become a contributing unit of a contemplated area-wide sanitary sewer system at such time in the future as such system may become a reality in conjunction with the establishment of a sewer district.
