Where a connection is made into a water line, the cost of which is not paid by assessment, the following fee shall be paid into the City Treasury before the connection may be permitted:

Upon authority of the Director of Finance and the Service-Safety Director on a case by case basis, a payment plan or payment plans may be established for the connection and tap-in fees for residential single owner occupied premises connecting to pre-existing water lines of the water system of the City, located within the corporate limits of the City, with such payment plans not to exceed one year.
