(a) Any such driveway which passes over a public sidewalk shall not be of a greater width than is reasonable and proper to insure the safety of pedestrians using the sidewalk. A driveway twenty feet or less in width at the sidewalk line shall be presumed to be of a width which is reasonable to insure and protect the safety of pedestrians.

(b) No such driveway, or any part thereof, shall be located in any street closer to its intersection with any other street than is reasonable and proper so as to avoid traffic congestion or traffic hazards. A distance of twenty feet or more from the nearest driveway edge to the nearest boundary of the other intersecting street shall be presumed to be sufficient to avoid traffic congestion or hazard.
