If the sidewalks are not reconstructed or repaired within a period of not less than two hundred seventy days from service of notice, Council may have it done at the expense of the abutting owner, and all such expenses shall be assessed on all the property bounding or abutting thereon, as provided by Ohio R.C. 729.01 et seq.
