No license shall be assignable or transferable, nor shall any person be authorized to do business or act under such license but the person to whom it is granted or his administrator or executor, or at any other place than that specified herein, nor shall any license authorize any person to act under it at more than one place; provided, that any licensee conducting any business or occupation required to be licensed who shall change the location of such place of business before the expiration of such license, upon written notice to the Village Clerk of the change in location, may continue said business at the new location under said license previously issued unless otherwise restricted by ordinance or law.
