No bills, claims or expenditures of any kind or nature shall be paid and no order drawn on the Village Treasurer therefor, unless such bills or claims shall have been regularly passed on and allowed by the Village Board, specifying upon what fund the order shall be drawn; except, that the Treasurer is hereby authorized to pay standard and customary utility bills if it is necessary to pay said bills before the next regularly scheduled meeting in order to avoid late charges.
