10-2-2: RULES OF WORD CONSTRUCTION:
Words used in the present tense shall include the future; words used in the singular number shall include the plural number, and the plural the singular. The word "building" shall include the word "structure", the word "lot" shall include the word "plot", and the word "shall" is mandatory and not directory. (1987 Code § 5-2-1)
