Any person owning or having charge of land within the City shall keep such property free and clear of all noxious weeds and rank vegetation and shall be required to cut such weeds and vegetation or any grass on the lots owned or controlled by him, at least three times a year, by May 15, July 1, and again by August 15. However, at no time will he allow such noxious weeds, rank vegetation or grass to grow to a height over nine inches. When the noxious weeds, rank vegetation or grass reaches nine inches, or noxious weeds are about to spread or mature seeds and the property owner receives a notice to cut the same pursuant to Section 543.08, he shall cut them to no more than three inches.
