Except as provided in Section 543.03, it shall be unlawful and hereby is declared a nuisance for any person to store, place or allow to remain, used building materials, a motor vehicle in an inoperative condition, a motor vehicle unfit for further use, automobile parts, scrap metal, refuse or rubbish on any lot, part of lot or parcel of land within the City.
