505.01 KEEPING ANIMALS AND FOWL RESTRICTED; RUNNING AT LARGE.
   (a)   No person being the owner or harborer, or having charge of any horse, mule, cow, sheep, goat, swine, chickens, geese, ducks or any other fowl or animals shall keep, harbor or permit the same within the City.
   (b)   The provisions of this section shall not be applicable to domesticated pets including dogs, not to exceed five, one year of age or over, and cats, or to persons engaged in farming, which is defined as the use of a parcel of land at least five acres in area primarily for agricultural purposes, including raising of livestock and/or crops, and which constitutes a nonconforming use as defined in Section 1131.03(a)(51).
   (c)   No person being the owner of or having charge of any dog, whether registered or unregistered, shall permit it to run at large upon any public place or upon any unenclosed lands within the Municipality or upon the premises of another.

   (d)   Whoever violates this section is guilty of a minor misdemeanor.
