351.15 SNOW PARKING BAN.
   (a)   The parking of any motor vehicle during the hours of 3:00 a.m. until 6:00 a.m. in the downtown business district is restricted when the snowfall within the past twenty-four hours exceeds two inches.
   (b)   The Traffic Control Director is directed to place additional signs in the downtown business district that are necessary to enforce this section in addition to traffic signs that presently exist.

   (c)   Except as otherwise provided in this subsection, whoever violates this section is guilty of a minor misdemeanor. If, within one year of the offense, the offender previously has been convicted of or pleaded guilty to one predicate motor vehicle or traffic offense, whoever violates this section is guilty of a misdemeanor of the fourth degree. If, within one year of the offense, the offender previously has been convicted of two or more predicate motor vehicle or traffic offenses, whoever violates this section is guilty of a misdemeanor of the third degree.
