(a) Words used in this Planning and Zoning Code are used in their ordinary English usage.
(b) For purposes of determining the ordinary usage of any word, reference may be made to the latest edition of Webster's Dictionary, or where Webster's Dictionary does not define a word, reference may be made to A Planners Dictionary, published by the American Planning Association.
(c) For the purpose of this Planning and Zoning Code the terms, whenever used in this Planning and Zoning Code, shall have the meaning in Section 1190.02 below.
