(a) Full-time employees of all departments in the City, except power plant operators, shall be entitled to vacations according to the following schedule:

An employee cannot accumulate vacation time without permission of the Mayor, except for police patrolmen, detectives, sergeants and lieutenants. Police patrolmen, detectives, sergeants and lieutenants must have written permission of the Police Chief or his designee to carry over vacation from one year to the next. After one year's current service with the City, a person is entitled to have his prior service with the State or with any political subdivision of the State added to his service time for the purpose of computing the amount of his vacation time. Any employee who has credit for additional service time shall have it credited to his regular service time with the City at his next anniversary date of employment with the City and thereafter.
All vacations are subject to approval of the department head and the Mayor with the exception of the police patrolmen, detectives, sergeants, and lieutenants. The police patrolmen, detectives, sergeants and lieutenants must obtain the permission of the Police Chief or his designee regarding when vacation time shall be taken.
An employee who has earned vacation time by reason of being employed in any department shall be permitted to transfer such vacation time to another department should he or she elect such a transfer subject to the approval of the Mayor or his designee. Such approval shall not be unreasonably denied
Upon the death of an employee, any unused vacation time shall be entered to the credit of that employee and paid too such deceased employee's administrator or executor; or if there is no administrator or executor appointed within thirty days of death, then to the surviving spouse, if any.
(b) Due to their six day work week, power plant operators shall be entitled to vacations according to the following schedule:
