(a) No person within the City limits shall own a cat over six months of age without procuring a registration for such cat as provided in this chapter, and keeping secured to such cat, a cat tag bearing the registration number. Failure of any cat at any time to wear a valid registration tag shall be prima-facie evidence of lack of registration and subject such cat to impounding and disposition as provided herein.
(b) Annual Registration: Annual registration of any cat maintained within the City limits shall be obtained by making application to the City Zoning Inspector (or his/her designee).
(1) Application. The City Zoning Inspector shall prescribe the form of the application which shall include the name and address of the applicant and registration number to each cat, not to exceed five per applicant.
(2) Period of registration. Upon approval, the Zoning Inspector shall issue a registration for a period of one year, which may be renewed annually upon payment of the fees set forth herein. A new registration shall not be issued, as a matter of right, to any applicant whose registration has been revoked or who has otherwise violated this ordinance. Registration shall be completed June 1 through July 1 or December 1 through January 1.
(3) Fees. Annual registration fees shall be as follows:

(4) Revocation of registration. The Zoning Inspector may revoke a registration at any time, in addition to any fines, fees, or court sanctions imposed, for any applicant who violates any provision of this section. Notice of such revocation shall be made in writing to the address provided on the registration application.
(5) Appeal. Any person not granted a registration or who has had a registration revoked may appeal the decision within ten days of such notice to the Zoning and Planning Commission. Such appeal shall be heard at a time to be set by the Commission within thirty days of the receipt of a written request. All parties shall be notified of the hearing date, place and time.

(c) Animal Control. If a cat is found off property of the owner, or untagged, a resident may contact a professional animal control agency. Attempt may be made, but not required, to contact the owner of a tagged cat found off the owner’s property. The City of Bryan will not be responsible for removal or disposition of trespassing or feral cats, nor the cost associated therewith. (Ord. 40-2022. Passed 8-1-22.)
(d) Penalties. Whoever violates this section is guilty of a minor misdemeanor for the first offense and a misdemeanor of the fourth degree for each subsequent offense, in addition to any other fees or costs associated for impoundment or disposition.
