(a) Base Line Dividing the City into North and South Sections. The base line, hereafter to be known as the north and south base line which shall divide the City into a northern section and a southern section shall be the center line of High Street. Hereafter all streets north of the north and south base line and running generally in a northerly-southerly direction shall be known as “north” streets. And likewise, all streets south of this north and south base line running generally in a northerly-southerly direction shall be known as “south” streets.
(b) Base Line Dividing City into East and West Sections. The base line, hereafter to be known as the east and west base line, which shall divide the City into an eastern section and a western section shall be the centerline of Main Street. Hereafter streets east of the east and west base line and running in a generally easterly-westerly direction shall be known as “east” streets. And likewise, streets west of the east and west base line and running in a generally easterly- westerly direction shall be known as “west” streets.
