For the purposes of this Building Code, City Council shall have the following powers and duties in addition to those established in Section 1111.06 of the Planning and Zoning Code:
(a) Take final action on the Zoning Administrator’s recommendation for moving a building according to Chapter 1347.
(b) Approve issuance of final permit for all buildings except one, two, and three- family residential.
(c) Establish, by ordinance, a schedule of fees pertaining to this Building Code.
