The Police Department shall be composed of a Chief of the Police Department and such other officers and employees as provided by Council provided no person shall be appointed as a permanent full-time paid officer of the Department unless such person has received a certificate issued by the Ohio Peace Officer Training Council evidencing his satisfactory completion of the Ohio Peace Officer Training Program. No person who is appointed as a probationary police officer or a police reserve of the Department shall remain in such a position, unless within one year of his appointment he has received a certificate issued by the Ohio Peace Officer's Training Council evidencing his satisfactory completion of the Ohio Peace Officer Training Program.
