When a permit is issued contrary to this Planning and Zoning Code, it shall be brought to the attention of the permit holder by the Zoning Administrator. If appropriate modifications are not made voluntarily by the permit holder in order to comply with this Planning and Zoning Code, the matter shall be immediately referred to Council, who shall take such lawful action as is appropriate and necessary.
