1111.05 BOARD OF ZONING APPEALS.
   (a)   Establishment. There is hereby established the Board of Zoning Appeals. Subject to confirmation by Council, the Mayor shall appoint five members to perform the duties outlined in subsection (e) below.
 
   (b)   Composition and Term. The members of the Board of Zoning Appeals shall be residents of the City of Bryan. The members shall serve five-year terms. One appointment shall be made annually. In the event that a vacancy shall occur during the term of any member, his/her successor shall be appointed for the unexpired portion of the term.
 
   (c)   Quorum. A quorum shall consist of three members. Any action taken by the Board on any matter shall be effected by the concurring votes of at least three members.
 
   (d)   Meetings. The Board shall adopt rules and regulations in accordance with this Planning and Zoning Code as may be necessary to put into effect the powers and jurisdiction conferred herein. The Board shall organize and select a chairperson and vice-chairperson. The Board shall hold regular monthly meetings, except when there is no business requiring Board action. The Board shall keep a record of its proceedings and decisions. The chairperson may call additional meetings at such other times as determined necessary. All meetings of the Board shall be open to the public.
 
   (e)   Powers and Duties. For the purposes of this Planning and Zoning Code, the Board of Zoning Appeals shall have the following powers and duties:
      (1)   To hear and decide appeals where it is alleged there is an error in any order, requirement, decision, interpretation, or determination made by an administrative official in the administration or enforcement of this Planning and Zoning Code, unless otherwise provided in this Planning and Zoning Code.
      (2)   To review and act upon appeals to variance decisions made by the Planning Commission.
      (3)   To resolve any disputes with respect to the precise location of a zoning district boundary, using, where applicable, the standards and criteria of Chapter 1105.
