Council approves the use of Blanket Purchase Orders in an amount not exceeding the Competitive Bid limit (other than contractual commitments) and which may cover up to twelve months in a calendar year for specific monthly recurring and reasonably predictable operating expenses, retroactive to January 1, 2004.
