111.04 COMPUTERS AND INTERNET ACCESS.
   (a)   The City of Bryan and Bryan Municipal Utilities (BMU) are hereby authorized to provide at the home or other appropriate location of each member of City Council and the Board of Public Affairs, respectively, a computer and internet access; and the provision of said computer and internet service shall be used as a tool to assist Council and BPA members to fulfill the duties and responsibilities of their offices and shall not be a form of compensation.
   (b)   In accordance with City policy, all computer, e-mail and internet use is restricted to City use only, and personal use is prohibited.
   (c)   The computers shall remain as property of the City of Bryan or BMU and shall contain an electronic archive of official documents pertaining to operations of the City or utility for Council or BPA members’ reference and serve as a paperless environment for Council and BPA records.
   (d)   Council and BPA members are restricted from conducting official business via e- mail or instant messaging and will at all times abide by the Ohio Revised Code “Sunshine Law”.
   (e)   The abuse of City policy regarding computer and internet use will result in loss of these privileges, and the computer and all its pertinences will be returned to the City of Bryan or BMU.
