(a) This chapter sets forth uniform requirements for discharges into the Bryan wastewater collection and treatment system and enables the City to protect public health in conformity with all applicable local, State and Federal laws relating thereto.
(b) The objectives of this chapter are:
(1) To prevent the introduction of pollutants into the Bryan wastewater system which will interfere with the normal operation of the system in such a way that will prevent the City's compliance with requirements of their NPDES Discharge Permit or contaminate the resulting municipal sludge; and
(2) To prevent the introduction of pollutants into the Bryan wastewater system which do not receive adequate treatment in the POTW, and which will pass through the system into receiving waters or the atmosphere or otherwise be incompatible with the system.
(c) This chapter provides for the regulation of discharges into the Bryan wastewater system through the enforcement of permits. This chapter does not provide for the recovery of operations, maintenance or replacement costs of the POTW or the costs associated with the construction of collection and treatment systems used by dischargers, in proportion to their use of the POTW, which are the subject of separate enactments.
(d) Unless otherwise specifically stated in the text, all existing sewer use ordinances shall remain in effect.
