929.04 A UTILITY CHARGE FOR STORM SEWERS FOR CENTER STREET OUTLET PROPERTY OWNERS BASED ON A FORMULA.
   (a)   There shall be a utility charge for storm sewers for Center Street property owners based on the following formula:
      (1)   The formula for the calculation is based on the following factors:
         A.   Coefficient of Runoff
            Residential Coefficient = 0.4
            City Street Coefficient = 0.9
            City R/W Coefficient = 0.2
         B.   The total cost of the project is $154,398.70.
         C.   The total area is 144.39 acres of which 134.85 acres is residential, 4.15 acres is City Streets, and the City R/W area is 5.39 acres.
      (2)   The preliminary calculations are based on the total acres for each category of runoff multiplied by the coefficient of runoff for that category.
         A.   Residential Runoff Acres
            134.85 x 0.4 = 53.940 acres
         B.   City Street Runoff Acres
            4.15 x 0.9 = 3.735
         C.   City R/W Runoff Acres
         D.   The total runoff acres are therefore 58.753
               5.39 x 0.2 = 1.078
      (3)   The formula is the total cost divided by the total runoff acres equalling the cost of each runoff acre.

      (4)   The cost of the utility charge for each location is the total runoff acres multiplied by the $2,627.93.
      (5)   To arrive at an actual cost per acre, the utility cost for the storm sewers for each location shall be divided by the total acres for that location.
   (b)   The utility charges for storm sewers for Alpine Drive, Sidecar First Addition, and Sidecar Addition, have previously been paid through the original assessments and additional taxes upon these residents of the City. Therefore, although the utility charge for storm sewers for these three locations are listed in Exhibit B attached to original Ordinance 32-1986, there will be no further charges for storm sewers for property owners in this area for this project.
