(a) In order to provide for the cost and expense of the management, protection and operation of the public sewage system and the Sewage Treatment Plant, and the maintenance thereof, there is established a public sewage service charge which shall be paid to the City for the use of the public sewage system and the Sewage Treatment Plant by every person whose premises are served either directly or indirectly by a connection to the public sewage system.
(b) Council shall make a sewage service charge to all owners of property from which sanitary sewage or industrial waste flows into sanitary or combined sewers that do not purchase any or all of the water used by such owner from the water works system of the City. The rates so fixed shall be as nearly as may be determined the same as the rates paid by those that purchase all their water from the City.
(c) Council shall determine the sewage service charge for sewage or industrial waste having an average daily flow greater than two percent (2%) of the average daily sewage flow, or requiring special attention in the collection and treatment of such wastes.
(d) Council may reduce the sewage service charge to an amount less than fifty percent (50%) of the water rent to those that purchase water from the City, if the water so purchased is discharged into storm sewers which do not connect with the Sewage Treatment Plant.
