Each person who operates or controls the operation of any taxicab shall submit the taxicab to inspection at regular intervals for the purpose of ascertaining the condition of the brakes and other mechanical parts of the taxicab. Such inspection is to be made by a reliable garage and the driver/owner given a receipt for the same, which receipt shall be turned over to the Chief of Police. The inspection is to be made semi-annually, with the proof of the first inspection provided at time of application for the license.
