743.02 LICENSE REQUIRED; APPEALS.
   (a)   No person shall operate or maintain a public swimming pool, public spa or special use pool without a license issued by the Williams County Combined Board of Health.
   (b)   Every person who intends to operate or maintain an existing public swimming pool, public spa, or special use pool shall, during the month of March of each year, apply to the Williams County Combined Board of Health for a license to operate the pool or spa. Any person proposing to operate or maintain a new or otherwise unlicensed public swimming pool, public spa, or special use pool shall apply to the Williams County Combined Board of Health at least thirty days prior to the intended start of operation of the pool or spa within thirty days of receipt of an application for licensure of a public swimming pool, public spa, or special use pool. The Williams County Combined Board of Health shall process the application and either issue a license or otherwise respond to the applicant regarding the application within thirty days of receipt of application.
   (c)   Each license issued shall be effective from the date of issuance until the last day of May of the following year.
   (d)   The Williams County Combined Health Department shall issue an inspection report to each pool or spa operation which shall allow an opportunity for correction of violation.
   Operators who feel they have or are being unjustly treated may request in writing a meeting with the Health Commissioner if the individual is still aggrieved, then the Board of Health, which during any period of combination between the Bryan City Health Board and Williams County Health Board shall be combined Board of Health.
   Operators may appeal denial or revocation of license according to the procedures provided under Ohio R.C. Chapter 119.
