Permits issued under this chapter may be transferred as long as there is no change in the proposed drilling site as set forth in the application and provided that the new owner files with the City at the time of transfer an affidavit stating that such affiant is the owner of such permit and that no change in the proposed well location will be made from that shown on the application.
The Clerk-Treasurer shall note on the permit the new owner and the date of transfer as shown by the affidavit. Such permit shall be invalid in the hands of a new owner until the provisions of this chapter are fully complied with.
