719.02 PERMIT APPLICATION; FEE; BOND.
   Any person, firm, association or corporation desiring to drill a well for oil and/or gas within the corporate limits of the City shall make application for a permit to the Clerk-Treasurer by 5 p.m. Friday prior to any regular meeting of Council. All requests for permits must be complete at that time. A fee of one thousand dollars ($1,000) shall be paid to the Clerk-Treasurer at the time such application is filed, for defraying the expenses of administration and enforcement of regulations concerning drilling oil and/or gas wells within the City and to defray the expenses of inspecting oil and/or gas well sites prior to and during drilling, during production and at the time such wells are pulled and plugged. No refund of any part of a permit fee shall be made to any permit holder for a dry hole or for failure to exercise the privilege to drill upon the site covered by the permit.
   Any person, firm, association or corporation at the time of application shall also file with the Clerk-Treasurer a surety bond with liability on the bond conditioned upon compliance with the provisions of this chapter until the time of completion of drilling, plugging or abandonment of such well or wells. The bond shall be three hundred thousand dollars ($300,000) for one well or in lieu of a bond for each well.
