No person, firm, association or corporation shall commence drilling a well for oil and/or gas within the corporate limits of the City until such time as the person, firm, association or corporation has complied with all provisions of this chapter and permission has been granted by Council to the person, firm, association or corporation by permit authorized by Council and signed by the Mayor and Clerk-Treasurer.
