452.15 SNOW EMERGENCY.
   (a)   (1)   An emergency is hereby declared to exist whenever, during any twenty-four hour period or less, snow accumulates in the City to a depth of two inches or more.
      (2)   The owner or operator of any motor vehicle shall have full responsibility for determining existing weather conditions, including snowfall accumulations, and complying with the emergency parking regulations.
      (3)   During such emergency the City Manager/Safety Director or his designee shall prohibit the parking of any vehicles upon any and all streets, avenues, alleys and viaducts in the City. During such emergency no person shall park, cause to be parked, permit to remain parked, abandon or leave unattended any vehicle upon the public ways herein described. However, vehicles may be parked for a period of not longer than three minutes for actual loading or unloading of passengers or thirty minutes for actual loading or unloading of property, provided that no other ordinance of the City is violated thereby.
      (4)   During such emergency, the Safety Director or his designee shall request the cooperation of the press and of radio and television stations to announce the emergency. The emergency parking regulations will become effective no sooner than one hour after the first announcement and be in effect for at least twenty-four hours. (Ord. 20-08. Passed 2-11-08.)
   (b)   Police officers are authorized to provide for the removal and impounding of any vehicle left standing or parked in violation of subsection (a) hereof.
