Upon finding any abandoned, illegally parked or stolen vehicle within the City, the Division of Police shall forthwith cause such vehicle to be removed to a place of storage designated by the City Manager/Safety Director. Such removal, if it necessitates the towing or pushing of such vehicle, shall be done by Municipal vehicles, if possible. If the use of Municipal vehicles is impractical, then a private garage, gas station or towing service shall be contacted for the removal of the vehicle. The charge for such private removal shall be assessed against the owner of the vehicle, if his identity is ascertainable, and shall be a lien against such vehicle until paid for by such owner upon redemption of the vehicle by him. The custodian of a stored vehicle shall not release such vehicle until the towing charge is paid; thereafter such custodian shall forthwith forward such towing charge to the private contractor for his services, taking a receipt from him as evidence that his services have been reimbursed and discharged. If the identity of the owner of the vehicle is unascertainable, the towing charges shall be paid by the City.
