During any session of the Mayor's Court, no person, whether present as a result of a citation, summons or bench warrant, in the custody of an officer or as an observer or witness, shall display disruptive conduct or overall demeanor and action such as would transgress unduly the prestige of the Court. Such conduct, demeanor or action shall cause such person to be held in contempt of Court and shall subject him to the penalty provided in Section 290.99.
