248.06 POWERS AND DUTIES OF THE SAFETY DIRECTOR.
   The City Manager/Safety Director shall be the executive head of the Division of Police and shall have all powers and duties connected with, and incident to, the appointment, regulation and government of such Division. The City Manager/Safety Director may make, supplement and amend rules and regulations for the government of the Division and the performance of its duties as may be necessary, provided that such rules and regulations are not inconsistent with the laws of the State and the ordinances of the City. He shall make at least quarterly, and as often at other times as he may deem necessary, a written report to Council of the activities of the Division, its present and future requirements for equipment and personnel and such other data as Council may require of him.
