248.02 QUALIFICATIONS OF APPLICANTS AND MEMBERS.
   (a)   Each applicant to the Division of Police, upon application and subsequent appointment to the Division, shall reside in Medina County or any County adjacent to Medina County. Upon serving the probationary period, each member of the Division shall continue such residency as long as he/she remains a member thereof. Members of the Division shall be citizens of the United States, of good moral character, at least twenty-one years of age and mentally and physically fit to perform the duties customarily required in the position to which appointment is made. Members presently employed in the Division shall be bound by the residency requirement set forth herein unless it has been previously waived prior to the passage of this amendment. A physical examination by a licensed physician shall be required of each applicant for appointment or promotion, the cost of which shall be paid by the City.
   (b)   Any person between the ages of twenty-one and forty-five may receive an original appointment to the Division from an eligibility list or lateral transfer list.
