The following procedures shall be instituted prior to entering into professional service contracts, that exceed the dollar limits as established in the Charter of the City of Brunswick, for contracts and purchases.
(a) On an annual basis or prior to selecting a professional firm, the City of Brunswick shall advertise for firms to submit letters of interest along with their qualifications for the types of projects anticipated.
(b) The City Manager, applicable Director or Directors, applicable Division or Division Heads, hereby called Evaluation Team shall evaluate these letters of interest and the qualifications of each of the firms submitting letters of interest along with any qualifications of professional firms currently on file.
(c) The Evaluation Team shall select and rank no fewer than three firms which are considered to be qualified to provide these services, except when the above individuals determine that fewer than three qualified firms are available, in which case they shall select and rank those firms.
(d) The firms selected in the subsection (c), shall then be requested to submit price proposals to the City.
(e) The Evaluation Team shall review the price proposals in conjunction with the qualifications and make proposal recommendation to City Council.
(f) The Council shall then select the lowest and/or best proposal submitted.
