Whoever violates any provision of this chapter is guilty of a minor misdemeanor. Additionally, the City Manager shall revoke the permit from any holder who violates any provision of this chapter five or more times in a six-month period. When revoked, the City Manager shall not issue another permit to the holder or other person/organization attempting to distribute the holder’s items for a period of one year from the date of revocation.
