The Council of the City of Brunswick hereby declares the purpose of regulation of distribution of for-profit commercial advertisements, including non-subscribed newspapers and sample merchandise, on private property, is to decrease litter and visual blight upon public and private property, maintain property values, decrease interference with the storm water system and protect private property rights.
