The Council of the City of Brunswick finds, determines and declares that:
(a) Distribution of for-profit commercial advertisements, including non- subscribed newspapers and sample merchandise, upon private property contributes to litter and visual blight on public and private property, decreases property values, interferes with the storm water system and allows use of private property for purposes neither intended nor welcomed by the owner.
(b) The City has a legitimate, if not compelling, governmental interest in allowing individual property owners to determine whether their private property is used as a container for for-profit commercial advertisements.
