7.02 SUBMISSION OF THE ANNUAL APPROPRIATION MEASURE AND MESSAGE

Each year, on or prior to a date designated by Council, the City Manager shall submit to the Council, an annual appropriation measure for the ensuing fiscal year and accompanying message.
