5.07 DEPARTMENT OF COMMUNITY AND ECONOMIC DEVELOPMENT
a.   Divisions Established.
   The Department of Community and Economic Development shall consist of the following divisions:
   1.   Division of Planning.
   2.   Division of Building.
   3.   Division of Economic Development.
b.   Qualifications
   The Community and Economic Development Director shall have a minimum of a Bachelor’s Degree in an area relevant to Urban Planning and Development issues or a similar degree from an accredited institution of higher learning, and at least five (5) years experience working in Planning and Community Development or similar relevant experience.
c.   Duties
   The Community and Economic Development Director shall perform administrative and professional services in directing the activities of the Community and Economic Development Department, and the divisions thereof; and shall assist in plans, direction, and coordination of the activities of the Community and Economic Development Department and the divisions thereof, including review of technical activities of planning, development, redevelopment, and coordinating development with the Administration and with the various Boards and Commissions of the City. The Community and Economic Development Director shall have charge of all residential and commercial inspections and all Zoning Code inspections. The Community and Economic Development Department and the divisions thereof will prepare comprehensive planning studies and special reports for the City Manager, the Planning Commission, the City Council, and other Boards and Commissions of the City.
   The Community and Economic Development Director will attend Council meetings and meetings of other Boards and Commissions as directed by the City Manager.
