5.01 ADMINISTRATIVE DEPARTMENTS
   The following departments are hereby established by this Charter:
   1.   Department of Public Service
   2.   Department of Public Safety
   3.   Department of Law
   4.   Department of Finance
   5.   Department of Parks and Recreation
   6.   Department of Community and Economic Development
   Each department shall be headed by a director who shall be appointed by the City Manager, subject to confirmation by City Council, and who shall serve at the pleasure of the City Manager. With the consent of Council, the City Manager may serve as the head of one or more such departments.
   Council shall, by ordinance, provide for the organization thereof and shall have the power to establish or delete, by ordinance, any department(s). All appointments and removals in the various departments shall be made by the respective director, subject to the civil service requirements of this Charter.
