Council shall reapportion the wards of the City of Brunswick within 90 days after the Secretary of the State proclaims the population of Ohio as determined by the federal census decennially taken. If Council fails to reapportion the wards in the 90-day period the Mayor shall within thirty days submit to Council a reapportionment plan. Council then has thirty days to reapportion the wards or the Mayor’s reapportionment plan shall become effective until the next federal census decennially taken. All reapportionment will be done so that the wards shall be as nearly equal in population as possible and composed of contiguous and compact territory bounded by street lines.
