3.11 INVESTIGATIONS
   The Council, by a majority vote, may make investigations into the affairs of the City and the conduct of any City department, office or agency. For this purpose, the Mayor, the Vice-Mayor/President of Council or other member of Council who is presiding at any such meeting or hearing, may subpoena witnesses, administer oaths, take testimony, and require the production of evidence. Any person who fails or refuses to obey a lawful order issued in the exercise of these powers by the Presiding Officer shall be guilty of a misdemeanor and punishable by a fine of not more than five hundred ($500.00) dollars or by imprisonment for not more than thirty (30) days, or both.
