a. Composition
There shall be a City Council composed of seven (7) members. Three (3) Council members shall be elected At-Large by the qualified electors of the City, the other four (4) shall be Ward Council members elected by the qualified electors of each ward, as provided in Article IX.

b. Qualifications
Only qualified electors, as defined by the Ohio Revised Code (ORC), of the City of Brunswick shall be eligible to hold the office of Council member. Each candidate for Ward Council shall be a resident and qualified elector of the ward he/she seeks to represent and shall have resided in the City of Brunswick and in the ward or any area reapportioned to the ward that he/she seeks to represent for at least two (2) years immediately prior to the date of their taking office. Council member-at-large shall have resided in the City of Brunswick for at least two (2) years immediately prior to the date of their taking office. Should any Council member elected to represent a ward move from that ward, or any Council member-at-large remove himself/herself from the City, such position shall become vacant and shall be filled as provided in this Charter.
