(a) All permanent existing buildings upon the streets of the City shall be numbered. Existing building numbers shall be plainly painted, stamped, printed or affixed upon a building and no numbers shall be less than three (3) inches in height for residential and a minimum of twelve (12) inches for commercial facilities. All building numbers shall correspond with the number procedure established by the Board of County Commissioners.
(b) Each new building erected in the City shall be numbered. The owner thereof, or his duly authorized agent, shall apply for such number from the City Engineer. The City Engineer shall enter in a suitable book, prepared by him and kept in his office, the number so assigned and the person who requested such number and shall, at all reasonable hours, permit such book to be inspected and copies be taken therefrom. No person shall own a building without a proper building number affixed thereto.
(c) All new buildings constructed, or all new installation of building numbers after the effective date of amendments to this section, shall have numbers of not less than four (4) inches in height as prescribed in subsection (a) for residential properties, and not less than twelve (12) inches in height for commercial and industrial properties. All signs must be of contrasting color, visible from the front facade or facing the street.
(d) Building numbers on shopping center signs, industrial park signs, monument signs, or any type of ground signs are subject to sizes regulated by Chapter 1270 of the Codified Ordinances; and subject to approvals by the Planning Commission and City Council.
