1462.23 EMERGENCIES.
   (a)   Notwithstanding any other provision of law, if the Commissioner of Air Pollution Control finds that a generalized condition of air pollution exists in the City or in any part of the City and that such condition creates an emergency requiring immediate action to protect human health or safety, he shall, with the concurrence of the City Manager/Safety Director, and upon their direction, order any person causing or contributing to such condition to reduce or discontinue immediately the emission of air contaminants.
   (b)   In the absence of a generalized condition of air pollution referred to in subsection
(a) hereof, if the Commissioner finds that the emissions from the operation of one or more air contaminant sources are causing imminent danger to human health or safety, he may order the person or persons responsible for the same to reduce or discontinue emissions immediately, without regard to the provisions of Sections 1462.08 and 1462.18 through 1462.20.
   (c)   Nothing contained in this section shall be construed to limit any power which the City Manager may have to declare an emergency and to act on the basis of such declaration, if such power is conferred by statute, ordinance or constitutional provision or is inherent in his office.
