The Commissioner of Air Pollution Control, under the supervision and direction of the City Manager/Safety Director may adopt, amend or alter written rules and regulations supplementing this Air Pollution Code. Such rules and regulations shall not conflict with or waive any provision of this Air Pollution Code or of these Codified Ordinances, nor shall such rules and regulations be the basis for any criminal prosecution for a violation of this Air Pollution Code. Such rules and regulations, and any amendments thereto or alterations thereof, shall become effective after two successive publications in a newspaper of general circulation within the City.
