(a) The Division of Air Pollution Control shall employ such personnel as are necessary to insure the successful administration of this Air Pollution Code. Such personnel shall carry out the directions of the Commissioner of Air Pollution Control in all matters, consistent with duties of their respective job descriptions, qualifications and assignments, relating to the enforcement of this Air Pollution Code, including the signing affidavits for warrants sought for violations, and shall aid and assist the Commissioner in the efficient discharge of his duties.
(b) No person employed in the Division shall be directly or indirectly interested in any sale of services or goods or in any matter in conflict with his employment.
