The Board shall establish rules and regulations for its own procedures not inconsistent with the provisions of this Building and Housing Code. It may also establish a schedule of fees that may be required for filing designated types of appeals, with Council approval. The Board members . shall annually, by majority vote, select one of the members to serve as Chairperson, who shall hold office for a term of one year or until his or her successor is elected and qualified.
