(a) The application for a permit shall be accompanied by not less than three sets of plans, drawn to scale, of sufficient clarity to indicate the nature and extent of the work proposed and showing in detail that the work will conform to the provisions of this Building and Housing Code and all other relevant laws, ordinances, rules and regulations, including the Ohio Building Code, when applicable.
(b) There shall also be filed, prior to a permit being granted for the excavation or the erection of any building or structure, three plot plans, drawn to scale, showing the location of all easements, drainage facilities, adjacent grades and property lines, as well as the location of the proposed building and of every existing building and structure on the property.
(c) When quality of materials is essential for conformity to this Building and Housing Code, specific information shall be given to establish such quality, and this Code shall not be cited, or the term "legal" or its equivalent be used, as a substitute for specific information.
(d)
The Chief Building Official or designee may waive the requirement for filing plans when the work involved is of a minor nature.

(a) The Chief Building Official or designee may enter upon any premises at any reasonable time in the performance of his or her duties in the enforcement of this Building and Housing Code, except that no such employee shall enter a part of a building which is private and occupied as such, as defined in the Ohio Building Code, until he or she, upon request, has shown his or her credentials to the occupant thereof and secured his or her permission to enter such private part of the building.
(b) Before entering upon a premises, or while on a premises in the performance of his or her duties in the enforcement of this Code, the Chief Building Official or designee shall show his or her credentials upon request by the owner of the premises involved or by the contractor performing work on said premises.
